Between November 2006 and May 2007, Mobinil appointed Astellia to identify weak roaming areas and to improve roaming retainability and efficiency. During this mission, Astellia methodology and associated process which lead to those significant results have been transferred and implemented within Mobinil organization so that Mobinil can regularly launch similar roaming improvement campaigns ensuring a continuous increase of its roaming capture and retainability rate.
The Astellia team used their equipment that was already installed on the Mobinil network to capture and process the huge amount of data. Using roaming KPIs, it identified loss of roamers and potential subscribers’ retention weaknesses mainly in touristy and coastal areas.
By correlating MAP and A interface information, applying adequate filtering and aggregating several days to get accurate measurements, Astellia listed the top roaming loss cells for which radio conditions were evaluated using Cigale detailed results. For instance, it made obvious the lack of roaming agreements with some other operators or it identified outdoor/indoor Bcch interferences in large tourist estates. Mobinil radio teams took the necessary actions to correct the highlighted problems.
Mr Mohamed Ali Moussa, Roaming team manager, says, “Measurements made in May versus November showed an increase in the number of new roamers on the observed area, from 26,500 to 31,150. The roaming traffic increased three times more than the number of new roamers on the same period, whilst the roaming loss value on top LOR cells decreased was nearly divided by two. Astellia solution proved to be very useful to improve our roaming retainability and thus increase revenue.”
All along with the results of this mission, several sessions were held by Astellia to transfer skills and methodology to Mobinil’s roaming team.
Mr Hervé Suquet, vice president and chief operating officer, confirms, “The cooperation was fruitful. To anticipate the high increase of roaming activity during summer holidays, Mobinil roaming team will benefit from Astellia’s audit by now applying the methodology we have just learned”.
